At long last...

I'm sure someone knows their names...
Welcome to the NPC meme! This meme has certain special rules and functions unlike many other memes! In this meme, the NPC journal isn't just encouraged, it's how you play. Or, at least...how someone involved in the thread does.
The premise is simple: You post your character to lure in some characters who aren't currently being played, and someone else brings in the NPC journal with their interpretation of that character. You play a thread! CR gaps filled!
Alternatively, if you have a character you might be interested in playing in the capacity of an NPC (such as a character you don't want to app, and thus put in a test drive, for one reason or another) then post a top level for that NPC.
Currently played characters may tag out only to NPC top level comments, not to each other. NPC characters could tag to anyone. However, since threads in this meme are eligible for AC (and therefore game canon), it's best for NPCs to tag current characters, rather than other NPCs.
Steps/Rules
1: Post a top level with either your character or an NPC you'd like to play for the meme (Using the NPC account!) - If you're looking for someone specific to tag you, be sure to include it in the top level somewhere so people know to bring them.
2: With your characters, tag out to NPC top-levels or wait for an NPC to tag you. With NPCs, tag out to top level 'current' character threads, or respond to characters that tag your NPC of choice.
3: Thread things that can't yet be played out, or might never be able to be played out!
4: When playing an NPC, since you'll be using the NPC account to do it, don't forget to track the thread with one of your own accounts! (If you have a paid, at least. For free accounts, it's still recommended that you track at least the entire post so you don't miss anything!)
Uchiha Mikoto | Konohagakure
Sometimes the morning market was exactly what she needed to get her thoughts in order. Yes, she could ask someone else to do it for her, if not one of the boys, then one of the other clan children, but there was something refreshing in going out and getting these things on her own.
Maybe it was the crisp air at this time of day, or the way people seemed to be softer before the frenzy of proper daytime sank in, but as she moved through the village, it made her smile all the same.

She didn't know what was going on here, but this was the most chaotic of a mess she'd ever seen in the flower shop, and with the way this place went nuts for spring courtships that was really saying something. She immediately waded into the chaos, even if this was not what she expected on her first day off from missions in what felt like forever.
"Hey! Hey!! What's going on? And you! You stop that right now!"

Killer Bee | Kumogakure
Bee hasn't gone far, this time, but he's contemplating going further than his favorite training grounds. There's just not enough music here. Good for training, though! And he stretches his arms above his head and whistles a cheery tune as he wanders back out into the sunlight. Maybe he'll go to the lake.
Shimura Danzo | Konohagakure
Danzo rather enjoyed being able to sit and study the way the village had changed and grown in the last decade. It was a novel thing to him even now, and though from time to time the itch to step in and fiddle with something was strong, he refrained, focusing on his small handful of lingering people and instead simply spending his time among the villagers, or doing council work when they didn't shoulder him out.
Then again, this was the first time the village had had three Hokage alive at once, so it only made sense that sometimes, it seemed like there were too many people around as contingencies.
No matter, at the moment, he happened to be enjoying a cup of tea at his favorite tea house as he watched people go by.

Great Grandmother Hoshigaki | Kirigakure
But all her great grandchildren care, and that's good enough for this old woman, and besides, with the exams in Kiri again, she wants to see if the other children are worth looking at. If the leaders of her clan won't extend feelers of unity, then by damn, she will!
There's a likely one now, and the old woman heads forward, cane clicking, but steps silent, and her weathered, silver-blue face pulled into a still sharp-toothed, if with a gap or two, grin. "Hey now! Help an old woman out."

Orochimaru | Otogakure
He'd been very caught up in one of his recent projects, and he thought that an absolute shame. Why, he'd missed all kinds of new developments in the world while he'd been distracted, and while, admittedly, it was interesting to hear about them from other people... it just wasn't the same as taking it in with his own eyes.
Then again, when he ventured out his underlings... were worried that he might take exception to their activities while he was gone. With good reason, true, but he had better things to do than to breathe down their necks. After all, there was only so much could learn from the same subjects before a man had to venture out and get new ones.

Rock Lee | Konohagakure
He had been working extra hard on his training lately. Part of this was that Neji was seemingly busy at all hours all the time, and it served as a most excellent distraction, but part of it was simply his desire to improve.
However, even he needed to rest at times, and this is why he was only leisurely running instead of marathon sprinting as he made his way over the rooftops toward his favorite curry place.

Tae-san | Konohagakure
Her little cat had gone away behind his mask again, but not before dropping off his rent and for that she was grateful, because it meant a chance to get her shipment orders in early for the month.
The floors were swept, the china and silver polished and the first kettle of water on for the morning customers. The hour was early, before dawn, but Tae-san was fed and ready for the day; choosing to settle in her favorite corner of the shop and fuss over her balance and stock book until she was needed to serve.
The fresh scent of tea and sweet tang of dumplings was surely enough to beckon her fellow early risers for a rest stop.

He was beginning to get the distinct impression that he was too old for this. He ignored this impression, but it was still present. Perhaps it was nothing more than a reaction to the necessity of keeping up with loud and active students for years, as many of his fellows have suggested. Perhaps it was simply the toll of his duties beginning to get to him.
Or perhaps he had been prevented from stopping by the tea shop earlier this morning, and the commotion in the street ahead of him was not the thing giving him a headache as much as the lack of caffeine in his system at an early morning. He'd examine this question in more detail later, when there were less than seven genin or near-genin attempting to burn down the market with katon challenges too close to wooden structures.
At the very least, on days like these, he regretted not becoming a renowned water user instead.

Omoi | Kumogakure
He had slept in today. In his haste to wake up and make it to his duties in time, he had knocked a vase out of his window and it had fallen to the ground far below. When he had gone to find it, it had been missing, not a shattered piece of it anywhere.
He was on edge today. Anything could have happened to that vase while he wasn't looking. After all, if it wasn't smashed on the ground, where was it? Perhaps in the time he had been getting dressed, someone had tripped over the debris and fallen into it, and the shards had gotten so deeply lodged in that person (all of the shards, even the tiny misshapen ones) that they'd required hospitalization? What if that person were Lord Ay, and this was seen as an assassination attempt by an enemy ninja, throwing the entire peace into question?
More importantly, what if the shards worked their way somewhere critical, and the nurses were so distracted looking for an enemy that wasn't there they missed one crucial piece of the vase, and Lord Ay were killed by the vase? Then the Land of Clouds would be forced to withdraw from the treaties and declare war on the other ninja villages until they could determine which ninja village had sent assassins. And what if while they investigated the vase pieces, they were able to track it back to himself, and he became a suspect of collaboration? He might be dragged into interrogation and tortured for information about which ninja village he had betrayed Kumogakure for, and why and when.
Then again, it was possible he was secretly an agent, and the interrogation could trigger a sleeper command and cause him to go berserk and attack his own people, and this might happen just as one of their new enemies struck the city, forcing Kumo to fight a battle inside and out at the same time...
He shook his head, frowning in worry as he crouched on an outcropping of rock above the rest of his team.
The longer the mission took, the more likely it would be that they would return home and find Kumo in chaos. Maybe he could head it off simply by admitting immediately that he had been the one to break the vase...?
Suigetsu Hozuki | Kirigakure
He found this predicament increasingly common as the months edged by. Mangetsu was busy fulfilling his goal, and though Suigetsu was at least a little happy for him, he couldn't help but wonder why his opportunity wasn't rearing it's head despite his obvious capability. He was also quietly bummed that their agreement had been to join together, a fact which his older brother seemed to have conveniently forgotten.. but that was another story.
He knew it didn't work like that, knew that patience and power were the keys to achieving his ambition, but that didn't make the pill any easier to swallow.
With a sigh he unhooked a water flask from his belt and stuck the straw into his mouth, his eyebrows tense and his gaze directed somewhere off into the distance, leaving him thoroughly distracted.

Yukimi set down her heavy bag with a small oof of effort, but sported a determined grin that would deter even the most helpful of patrons from assuming she needed any help with it. Hands on hips she inhaled a hearty breath, refreshing her lungs with the sweet scents of the early afternoon air as she scanned the crowd around her as if looking for something...
Draped in yellow trails of swirly fabric that seemed like it was made to be tickled by the wind, she studied the little village just outside of Konoha with bright violet eyes and considered how different her life was now compared to how it had been the last time she'd been amongst the people of fire country. The Land of Fire would always be her home despite how little she visited (her absence wasn't due to reluctance in the slightest... it was just that it had been the first place she'd explored, and there was way too much of this world to see to stay stuck in one place!) but somehow Konoha felt like her home too, despite the fact she'd... never actually been there.
It was probably something to do with Tenzou's loyalty... and that was what had inspired her recent scheme. Being of the Iburi clan with all the power of her family inside her combined with the faint power of Tenzou's mokuton, Yukimi was much more powerful than the little wisp she had once been; and more importantly she was still very much capable of harmlessly possessing a target in order to gain access to areas she might not be granted entrance to otherwise...
Tenzou was going to kill her, she thought as she walked her hosts feet through the gate after handing over their papers. She giggled at the thought - a curious sight to see someone giggling so suddenly and in a voice that probably didn't suit their usual register - and progressed a little further into Konoha's walls before shedding her pack by a wall and finally letting her vessel go, forming solidly and secretly once she was free.

Subaku No Gaara | Sunagakure
He wasn't one for crowds, so it was usually a surprise to see him out and about even on a slow evening. There'd been an itch to go outside, perhaps the house had gotten a little stifling for the teen. Whatever whim brought him outside made villagers wary and they wisely kept their distance. He was used to that and frankly he didn't feel up for any interaction right then.
